About the Job (Job Description):
The Tribal Training and Certification Partnership is operated through the Center for Regional and Tribal Child Welfare Studies, Department of Social Work, University of Minnesota Duluth. The Technology Lead acts as the primary point of contact for IT strategy and implementation for the TTCP and is responsible for the TTCP’s technology and website development, and the ongoing training and support associated with TTCP activities. While the Technology Lead does not need to reside in Duluth, frequent work in the downtown Duluth office will be required for project related activities. Primary responsibilities include:
Course & Media Production - 25%
â— Develops materials such as best practice guides, FAQs, and training slides to support TTCP leadership, training faculty, and community trainers with training related to online and hybrid courses
â— Advises on online and hybrid course design and supports curriculum and training staff
â— Provides technical guidance and instruction to TTCP staff and Tribal child welfare agency staff on training technologies, and other technology as needed.
â— Provides guidance to TTCP staff on best practices for implementing information technology software and hardware solutions
â— Ensures technology training environment is conducive to and supportive of adult learners
Web Development/Design - 25%
â— Develops and designs website layout and updates to content management systems
â— Designs and implements creative outreach campaign materials using multiple platforms - some examples include Salesforce, Mailchimp, and Canva or InDesign
User Interface Design -20%
â— Leads the collaboration with Educational Technology Innovations (ETI) and their systems to coordinate the technical design, development, and dissemination of software platforms that house the learner management system used by Tribal child welfare workers across Minnesota for Tribal child welfare training
â— Ensures that learner management systems support the needs of Tribal workers and TTCP staff and fulfills the contract with the MN DHS.
â— Interprets Google Analytics data to focus marketing efforts and develop marketing campaigns
User Support - 20%
â— Facilitates Tribes and participants’ management of educational websites, learning management systems, and portal contents including participants’ learning transcripts
â— Trains staff in IT hardware and software setup and troubleshooting, triaging with the university's Information Technology Systems and Services (ITSS) as necessary
â— Produces online and hybrid training events for up to 300 participants using Zoom or similar platforms and provides direction to other training producers
â— Organizes and manages all information technology logistics during planning and onsite implementation, including hardware and software applications
â— Manages communications with presenters and participants to ensure they have the correct equipment (mic, camera), and tests internet connectivity, and coordinates with TTCP leadership to procure equipment as needed
â— Schedules and produces rehearsals as needed in advance of online and hybrid training events to ensure the training team is comfortable with hardware and software
â— Serves as event host during the rehearsal and live online training events as needed
â— Monitors the online event schedule, and creates training links and communicates with training team
â— Generates and downloads reports and recordings such as registrant, attendee, polling responses, and Q&A as needed
Instructional Design - 5%
â— Develops expertise and advises on technology and available online learning platforms and user software; assesses their strengths and weakness, for ongoing improvement of training design
â— Participates in strategic planning for training events, including visioning, and identifying information technology elements required to ensure the successful delivery of training content
â— Works with TTCP team to develop strategy for the design and delivery of online and hybrid instruction and ensures content is digitally accessible
â— Identifies and recommends appropriate platforms and features to use for different types of events, such as meeting, webinar, pre-recorded webinar, conference, training, breakout rooms, whiteboard, Q&A, polls, etc.
â— Contributes to a professional training team to effectively support the delivery of a positive learning experience for participants
Business Relationship Management - 5%
â— Acts as the primary point of contact for IT strategy and implementation for the TTCP
â— Works with TTCP leadership, training team, and participants, demonstrating exceptional collaboration and communication skills
â— Understands the objectives of the TTCP and assists in meeting those objectives through the utilization of information technology
â— Works in a culturally responsive environment, specifically with American Indian communities
â— Familiarizes self and engages with the information technology prerogatives of the Child Welfare Training Academy
â— Works closely with TTCP leadership to identify and reconcile IT budgeting needs

Required Qualifications:
â— Bachelor's degree and at least 2 years of work experience in the areas of Information Technology and Information Systems, Marketing, Business Administration or other related fields - or - a master's degree
â— Experience managing web content and digital marketing or outreach projects
â— Demonstrated knowledge and commitment to current IT best practices and solutions
â— Excellent verbal and written communication skills
Preferred Qualifications:
â— Experience in strategy development for a small department or unit
â— Strong interpersonal and collaboration skills, particularly in settings with Indigenous constituents
â— Knowledge or experience working with Tribal communities
â— Excellent analytical and problem solving skills
â— Experience operating content management systems (CMS)
â— Experience in Learning Management Systems (LMS)
â— Experience in digital accessibility best practices
â— Ability to manage workloads while providing support to statewide training initiatives
â— Experience with digital marketing and/or social media outreach campaigns
â— Experience working with contracted Agile or Agile-type environments, Analysts, Project Managers, or Scrum Masters
â— Ability to travel up to 25% of the time
