DEPARTMENT OVERVIEW
The Retirement Administration Service Center (RASC) counsels members of the University as they transition into retirement and provides long-term pension and retirement health benefits support.
Position Summary
The University of California Retirement Administration Service Center (UC RASC) is seeking a highly skilled technology leader to join our team. The UC RASC is a centralized service center that manages the retirement technology strategy and benefits administration for the entire University of California system, including faculty and staff members. The Digital Strategy and Systems Leader will serve as a member of the UC RASC Executive Director's inner circle. Their primary responsibilities' entail creating strategic alignment and consensus between all business units to ensure the effective delivery of long-term pension and health benefits to survivors, dependents and contingent annuitants transitioning into retirement, and post-retirement. The ideal candidate for this position is a skilled, results-driven leader with broad experience in developing unified strategies to improve market positioning and brand awareness to gain a competitive advantage and develop new business opportunities through the strategic use of technology. The leader in this position plays a pivotal role in growing our business, aligning functionality that supports our member base, and analyzing and improving the user experience through data technology. Other key responsibilities include initiating digital projects; reporting on planned and current strategies; identifying opportunities and leading effective digital marketing strategies; and ensuring that projects are executed on time and within budget. Along with driving UC's system-wide digital strategy, the Digital Strategy and Systems Leader will execute the delivery of all pension-related strategic initiatives; leverage technological enablers to optimize product strategy; and create a roadmap that further enhances the member experience, expands PAS opportunities, and ensures user adoption. The Digital Strategy and Systems Leader also upholds the RASC's mission to deliver exemplary service to internal and external clients while supporting strategies focused on growth, operational excellence, quality performance and improving work processes.
Key Responsibilities
30% Leadership: Lead the development and implementation of the Pension Administration System (PAS) Technology Strategy, aligning it with the overall organizational goals and objectives; lead a team of business analysts to support the Retirement Administration Service Center's (RASC) requirements including PAS business requirements, root cause analysis of business issues, manage defects/enhancements and provide help desk support; and lead the team responsible for system testing changes/defects and supports user acceptance testing. Responsibilities also include analyzing technology enablers, future tools for continuous improvement of the PAS system and overseeing of PAS data analytics/reporting needs. Conduct successful user acceptance testing and facilitate change management activities to ensure adoption, through data, of new PAS functionalities.
20% Identify System Enhancements: Collaborate with stakeholders, including Human Resource and Accounting professionals, to identify and prioritize system enhancements, integrations, and process improvements to satisfy customer needs; and collaborate with the Information Technology teams to translate business requirements into technical specifications and assist in the development and implementation of enhancements.
20% Conduct comprehensive analysis of the existing PAS system and its functionalities to identify areas for improvement and optimization; and define and document business requirements, ensuring alignment with the strategic vision and direction of the organization and meet user needs.
10% Evaluate and recommend additional enablers and technologies that can augment the capabilities of the PAS system and drive operational efficiencies.
20% Keep abreast and monitor industry trends and best practices related to PAS technology and leverage them to inform system enhancements and strategies and ensure delivery and execution of training and support to end-users, ensuring the necessary knowledge and tools are available to effectively utilize the PAS system.
Experience

Skills and Abilities
Required Qualifications
Experience in software product management, including defining, prioritizing, and managing product features and requirements; identifying opportunities; and understanding both internal and external customers' needs.
Proven experience as a Strategic Business Leader or similar role, with a focus on system enhancements and technology strategy.
Strong understanding of HR processes and systems, including experience with human capital cloud-based platforms.
Demonstrated ability to drive technology strategy in alignment with business objectives.
Excellent analytical skills with the ability to translate complex business requirements into practical solutions.
Strong background in data analytics and experience building an enterprise-wide reporting solution(s).
Experience in facilitating workshops, gathering requirements, and managing stakeholder expectations.
Proficiency in data analysis, reporting, and visualization tools.
Experience working with Agile software development teams and methods.
Knowledge of industry best practices, trends, and emerging technologies related to PAS and human capital management.
Excellent communication and people skills to effectively collaborate with diverse stakeholders.
Education

Bachelor's degree in related area and / or equivalent experience / training
Preferred Qualifications
Advanced degree preferred.
Typically 4-10 years of experience managing an information technology organization.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
